Labour safety

The basic directions of OJSC “MOESK” labor safety policy is the ensuring of the priority of workers life and health preservation to the result of OJSC “MOESK” industrial activity. The basis of the labor safety policy determined by the System of labor safety management of OJSC “MOESK” are the requirements of “System of labor safety management and industrial security” international standard OHSAS-18001:1999 and GOST R 12.0.006-2002 “System of labor safety standards”. General requirements to the system of labor safety management in the organization.”

Labor safety management system (LSMS) which was developed in accordance with the Russian GOSTs and international standards was implemented. It has been functioning since 2006 in OJSC “MOESK”. In 2008 LSMS of OJSC “MOESK” was awarded a prize at the All-Russian competition “Russian organization of the high social productivity”. The nomination was called “Conditions and labor safety”.

They completed the work directed to the creation of the unified corporate Standard of Personal protection equipment (PPE) and the e-catalog of PPE for the workers of OJSC “MOESK”, which implementation will allow:

  1. To expand the assortment of personal protection means included into the norms of free issue.
  2. To optimize the assortment and the amount of PPE given out to the workers of the Company.
  3. To create high standards of the quality of the supplied special clothes, footwear and personal protection means.
  4. To give the services of Material and technical support and Labor safety the unified criteria of choice of PPE: “correspondence to the corporate Standard”.

In 2008 the first stage of working places assessment (WPA) by working conditions was carried out in 5 branches and the executive office of the Company. The completion of works is planned in the middle of 2009.

The costs for the labor safety activities in 2008 accounted for nearly RUR 270 million, which in terms of one worker equals nearly to RUR 24 thousand. For comparison in 2007 these amounts accounted for RUR 184 million and RUR 17.5 considerably.

They developed the program of prevention of road traffic accidents which takes into account the risks determined within the framework of the preparation to OHSAS 18001:2007 implementation. According to the Program directed to the prevention of road traffic accidents the following activities were carried out:

  • Centralized agreements were signed, premises were given out and the pre-trip medical inspections of the drivers are carried out;
  • Schemes of transport and pedestrians moving were developed, approved and set up at the entrances in the territory of the objects;
  • Equipping of the road traffic incidents prevention offices is carried out;
  • Personnel preparation to the driver skills professional contest is carried out (September 2009).

In 2008 they completed the activities directed to the development of the integrated labor safety management system, professional health and security which is compliant with the requirements of OHSAS 18001:2007 international standard “System of labor safety management and industrial security”.

Within the framework of the internal audit, in 2008 they organized the carrying out of the complex check ups of the branches by the committees. The check ups were carried out in the Central, Eastern, and Western electric grids.

Basic trends of OJSC “MOESK” activity in the sphere of labor safety in 2009:

Besides the traditional labor safety directions in 2009 we set to ourselves the following tasks:

  • Improvement of OHSAS 18001 implemented in the Company, preparation to the first compliance audit;
  • Strengthening of labor safety and health departments personnel;
  • Carrying out of the working places assessment in all the branches and in the executive office, development on the basis of the assessment of PPE of the workers the recommendations concerning the compiling of the optimal norms of the PPE provision;
  • Carrying out of the practical seminar-presentation of the developers of the protection means with the participation of the industrial personnel of OJSC “MOESK” with the purpose to implement new and improved developments and technologies;
  • Methodical and normative support of the organization of all types of medical checkups;
  • Complete functioning of the Company’s personnel health ensuring including the results of the working places assessment;
  • Implementation of the labor automated control system of Labor safety means spending in the branches;
  • Productive functioning of the internal audit system of labor safety in accordance with LSMS and requirements of the international standards;
  • Productive use of the Personnel individual protection means Standard and the e-catalogue of the individual protection means;
  • Ensuring of carrying out of the technical expertise of PPE samples and other protection means brought for the trading for purchases of the branches;
  • Putting into force of the Regulation of permit of contractor organizations to the objects of OJSC “MOESK”;
  • Increase of the amount of items of medical inspections in braches within the framework of functioning of the unified system of pre-trip and pre-shift medical inspections of drivers of the motor transport means and operative and dispatch personnel;
  • Development of the list of services rendered to the personnel of the Company within the framework of the voluntary medical insurance, and improvement of the quality of the rendered services.
