A meeting of the Scientific and Technical Council under the leadership of Dmitry Gvozdev, First Deputy General Director and Chief Engineer, was held at the Gorenki training ground at "Rosseti Moscow Region". It was attended by the heads of company divisions, chief branch engineers, representatives of the Department of Technology and High-Voltage Electrophysics of FSBEI of HE NRU "MEI" and other companies that developed research and development work (R&D) for the needs of "Rosseti Moscow Region".

During the meeting, three main issues were considered. All of them concerned the acceptance of the results of work at the stages of various R&D.

So, during the acceptance of the results of the first stage of R&D “Development of protection with improved accuracy and selectivity on methods for determining the distance to the damage site for distribution grids with the implementation of a prototype”, it was noted that the use of the developed complex improves the efficiency of the line protection system 6- 10-35 kV and the reliability of power supply in general. The introduction of an adaptive relay protection device for power transmission lines of 6-10-35 kV will reduce the loss from interruptions in power supply to consumers, simplify and reduce the cost of the process of setting up the device, and reduce labor costs for its maintenance.

In the process of accepting the results of work on stages 2–6 of R&D “Development of an innovative method for the construction of cable lines in Moscow Cable Networks with a voltage of 0.4-20 kV using polymer cable ducts and the creation of communication channels as part of the digitalization of distribution substations. The development of STO "Methodological guidelines for the construction and subsequent operation of polymer cable ducts and communication channels" for the needs of "Rosseti Moscow Region", participants focused on the effectiveness of its application. In particular, the use of polymer cable duct technology (PAC) during construction allows to combine the route of power cables and fiber optic cable, thereby significantly reducing the cost of laying your own fiber optic cable. At the same time, the project reduces the cost and time for connecting new consumers, as well as the time to eliminate accidents; the object’s observability is increasing, along with the possibility of online rapid collection of technological information and information on electricity metering, its safety (technological security video surveillance, security and fire alarms, access control systems, etc.), as well as the safety of linear objects.

The most indicative was the acceptance of the results of the third final stage of R&D “Conducting theoretical and experimental studies and the development of stands demonstrating the danger of electric shock at a training ground” for the needs of the company. During the acceptance, new safety and labor protection stands were demonstrated, designed to demonstrate to the personnel the danger of electric shock: damage from touch voltage and step when the VL-10 kV wire falls onto the car, to the ground, and with a single-phase circuit to the VL-10 support kV; electric arc damage during puncture of a 10 kV cable under voltage or in case of accidental damage to the cable during earthwork, short circuit (short circuit) during work on the support and short circuit in the shield 0.4 kV; human damage when approaching live parts of the electrical installation.

Their development and commissioning was carried out by specialists of the Department of Technology and High-Voltage Electrophysics of FSBEI of HE NRU "MEI". They, during the scientific and technical council, tested the stands, simulating arc faults in various situations.

It should be noted that the stands can work autonomously, without the use of external sources of high power, their work is controlled from the tablet. This is the only such demonstration site in the Russian Federation so far. The site will accept the first groups of students in the first quarter of 2020.

All issues on the agenda of the scientific and technical council were accepted.

In conclusion, Dmitry Gvozdev noted that any decision of the scientific and technical council is carefully discussed and specified in order to optimize the cost and functional requirements. "This is very important for the cost-effective and reliable development of the integrated power grid of the Moscow region", - Dmitry Borisovich emphasized. - In the future, all submitted samples will go into commercial operation of the "Rosseti Moscow Region".
